Fair Work Commission
Overview
The Fair Work Commission (FWC) is Australia’s national workplace relations tribunal and regulator of registered organisations. The Fair Work Ombudsman (FWO) is the national regulator of workplace relations. Together, these bodies assist Australians in resolving workplace issues relating to pay, entitlements, bargaining and more.
Challenge
Collaboratively, the FWC and FWO required a suite of animated videos and supporting resources to explain employee pay and entitlements, enterprise agreements, and the enterprise bargaining process. The aim was to make the Fair Work system more understandable and engaging for all Australian employers and employees.
Solution
Initial discovery research conducted by the FWC revealed that many employers and employees—particularly in small businesses—had limited understanding of agreement making and bargaining. Most participants expressed that animated explainer videos would be beneficial.
The resulting educational videos are designed to equip viewers with greater confidence in navigating the bargaining and agreement-making processes.
Understanding employee pay and entitlements uses a visual metaphor of building blocks to explain the foundations of the Fair Work system, including contracts, awards, and agreements.
Understanding enterprise agreements and Understanding bargaining use stylised animated characters to illustrate the processes and key participants involved in making and negotiating enterprise agreements.
The characters are designed with exaggerated proportions and vibrant clothing to create an inclusive and visually striking style. Diversity in gender, ability, and race ensures the content resonates with a broad Australian audience.
Narrated by both male and female voice-over artists in a soft and reassuring tone, each video runs for five to seven minutes—providing comprehensive yet accessible explanations. To improve inclusivity, all videos include captions in Arabic, Simplified Chinese, Hindi, Japanese, and Spanish.
The visual style draws on Neo-Brutalist design principles, featuring clean lines, geometric forms, and strong contrasts. A palette of blues, teals, and yellows—reflecting both agencies’ branding—adds a dynamic yet approachable tone. Textures and patterns within the graphics bring depth and visual interest.
To complement the videos, five accessible summary resources are available for download from the FWC and FWO websites. These are offered as branded PDFs and screen reader–friendly documents for users with visual impairments.
